Pronounced that way it was actually originally the brand name of a perfume. Many people will pronounce the perfume like "Sierra" these days, but TV ads for it when it was first sold definitely pronounced it "see-are-uh".
Evidently the brand name was created from the initials of the owner of the company, Charles Revson ( C -- R-- uh).

When it was created it meant "a particular brand of perfume." That's not the same as "nothing".

That is the likely etymology for how you arrived at that name.
Those three syllables can still mean something in another language.
