This is my surname and my family has always had trouble. People always think it's Chelsea not Chesley. If you are planning on naming your son this, there is a good chance he'll be called Chelsea (not so masculine). If you are planning naming your daughter this, me and other members of my family have gotten nicknames like Chesty, Chestless, Cheesy, and Chestnut (which isn't that bad, depending on the context). I would love this name (on a boy or girl) if people could pronounce it right. It's an English name and I live in an English-speaking country; It's pronounced CHES-lee.
Call me strange, but this sounds more feminine then masculine to me.
