Dieuwe is used as a masculine name in West Frisia (located in The Netherlands), but also here and there in The Netherlands itself (often by non-Frisian parents that simply have a love for Frisian names).

The pronunciation that I gave earlier for Dieuwe (DEW-wə), is the Dutch pronunciation.
The Frisian pronunciation, however, is quite different from the Dutch pronunciation. In Friesland, it is pronounced as: DYOO-wə.
