Francene Cosman is a Canadian former nurse, businessperson and political figure. She represented Bedford-Fall River in the Nova Scotia House of Assembly from 1993 to 1999 as a Liberal member.

In regard to the other comment, it really depends on the language you speak. In English, plenty of words end with -ene and have the long E rather than the short E. Polystyrene, intervene, gene, obscene... there are many others. In French, though -ene would certainly be pronounced with the short E. That said, I think Francine looks more "correct," too. I prefer Francine. But I wouldn't be confused about how to pronounce Francene if I were in the U.S. or another mainly English-speaking country.
This name looks misspelt. It looks like it should be pronounced Fran-CEN instead of Fran-CEEN. Vowels are supposed to mean something in a name, not just be substituted at whim.
