Very difficult name to use, but stunning on the right person. Luckily, Neo is an excellent nickname and might soften the impact of the full moniker.
Can a name be hot? Or is it just me? No? Alright.
I like this name, but I think it is a bit too long. It's also hard to pronounce. Personally, I wouldn't name someone this, but I still appreciate it.
To be a bit more precise: the second element of this name is derived from the noun πτόλεμος (ptolemos), which is the Epic Greek form of the noun πόλεμος (polemos) meaning "war". Epic Greek is also known as Homeric Greek: https://en.wikipedia.org/wiki/Homeric_Greek (in English).
