It is ultimately due to Persian and Ottoman Turkish influence that the usages listed use this particular form instead of Ramadan, as the Persian and Ottoman Turkish name for this Islamic month is رمضان (Ramazan):

As you can see there, Persian also uses the term Ramzan for the month. That is also in use as given name, of which the most notable bearer is currently the Chechen president Ramzan Kadyrov (b. 1976), who has been in office since 2007.

It's also a Circassian name, written as "Рэмэзан" in both Adyghe and Kabardian. [noted -ed]
