This name only appears on charts in 1940, USA. The reason is probably 1940 Republican presidential candidate Wendell Willkie (1892-1944). His surname is spelled differently, but it's easy to see how it could be misspelled. He is probably the reason this name charted in 1940.
It's a cute name, but it sounds more like a nickname to me. Or a girl's name.
