Given the spelling of Aksel I'm guessing they are Scandinavin. It's somewhat common around this area - I know kids named Haakon, Siri, Odin, Leif (pronounced laif), Anders, and Soren.
I like Aksel, especially this spelling for some reason, and love Livia. It's unfortunate that Olivia is so popular - Livia is much prettier imo. And yes, it's a name in it's own right, not a nickname.
