I have never met a Ciro. There is two rock band frontmen in Argentina named Ciro, that became popular during the 90s. I think many people naming their kids Ciro might be fans of the bands that grew up listening to their music. But that's just my guess.
Lionel became really popular here in the past decade because of footballer Lionel Messi (pronounced Leeo-NEL)
