While you're right that not all Jewish names are Hebrew, some of the names would be more correct to tag under "Hebrew" as "usage", since they are used only (or mostly) by Hebrew speakers, and not by Jews who speak other languages.

For example, names like YAKOV, SHMUEL, SHIMON, NATAN, and so on, are used in Israel, but I believe Jews in the US or other places mostly use the English (or other) versions: JACOB, SAMUEL, SIMON, NATHAN,...

And some of the names are only used as Hebrew names, and aren't really "Jewish" (NIR, OREN, RON, SHAI...).

However, since it only applies to some of the names in that category, (not for the Yiddish ones, as you pointed out), I guess changing that would only complecate things.
