I'm a bit tired so I'm not sure I'm reading this correctly, but if they're making the point I *think* they're making then I think they're right (with me so far? :-D) - someone who is given a name which is stereotypically a welfare-class African-American name may have poor prospects, but those prospects are more likely to be linked to their status as a welfare-class African-American than to the name.
