In an English-speaking context, Chloe might make more sense, but accents and umlauts aren't there just to look pretty, they imply pronounciation changes. So Chloé would be pronounced Chlo-eh rather than Chlo-ee. I'm not even sure if Chloë's legit with the umlaut.
