Just like James is an English variant of Jacob, not a nn for Jacob.

So my answer would be No to both your questions. Jeremy is the same name as Jeremiah, just an Anglicized version.

Jeremy *is* a name on its own, regardless of whether it can also be used as a nickname for Jeremiah.

Personally I wouldn't bother using Jeremy as a nickname for Jeremiah, since it's only one syllable shorter. I'd use Jem for both.
