To me, Noam is so obscure, that I don't find it too strongly associated with either gender. So I think it could work on a girl.Of your list I l don't mind:

I don't think it is that obscure. Most people I know automatically think of Noam Chomsky.Is it little used, yes? But so is Hermione, and Hermione Granger is a pretty popular fictional figure, too.

Yes, I too think of Noam Chomsky. And then that's it. I've never met or heard of another Noam.
