I like both. Both are also too popular for me to use, as a personal opinion, but if we pretended that wasn't a factor, I'm probably more inclined to use Chloe over Emily. However, I'm not sure Chloe would fit with sibling names, while Emily would go slightly better. I think overall they're both better to be used as middle names for me.
