Rudyard Kipling is, of course, who everyone will think of when they hear this name. In fact, I have never heard of anyone else with this name. So certainly keep that in mind. Aside from that, it does have a definite English feel to it. Maybe not quite pretentious, but definitely a little bit elitist.
Rudyard Kipling's name didn't come from a surname. He was named after Rudyard Lake in Rudyard, Staffordshire. [noted -ed]
I love the sound of Rudyard, and I don't find it snobby-sounding at all. Being a huge fan of his writing, I might use this name for a future son's middle name.

Rudyard Kipling wrote the Jungle Book, and Rudyard was also the name of an evil character in P.B. Kerr's "The Akhenaten Adventure."
