I like Rowena best, if pronounced ro-enn-a and not ro-ee-na. For nicknames I'd go with Rowen or Wenna/Wen. I find Rowie awkward and unattractive.
The best fit with Theodora in my opinion is Wilhelmina "Billie". Bill is just too masculine to me. But I have known female Billies and don't mind it.
Edwina "Eddie" is the least attractive name on the list.
