Alaska: Not a good place name to me.
Amaryllis: Too long, this name doesn't appeal to me even though other 4-syllable names do.
Amethyst: I'm not a fan of gemstone/jewel names, but I suppose this would be near the top if I *had* to choose one. Amy is a nice nickname.
Arwen: Not sure how this LOTR character name is wintery.... but I love it, although I see people's point that this can sound masculine.
Aspen: It seems trendy and a bit granola... but I like it. Guilty pleasure I guess.
Bianca: I envision a snobby person.
Eira: I hadn't heard this name before - I think it's pretty and I've added it to my PNL! I'd be concerned about pronunciation here in the US though, and I doubt my husband would agree haha.
Eirwen: Another pretty welsh name!
Elsa: Nothing inherently wrong with this name, and I think eventually the Frozen issue will die down. People name their daughters Ariel, Aurora, Jasmine, Belle, etc. Still not on my name list - I feel neutral towards it
Fiona: I don't love it, but there is nothing inherently wrong with the name.
Garnet: Really don't like this name.
Gwendolyn: I prefer Gwenevere, for some reason I don't love this name.
Holiday: This is not a name to me.
Holly: I like nature names, but for some reason I don't like this one.
Ivy: I do like this name, but I probably wouldn't use it.
January: If I had to pick a month name to give my child, it would be January.... but I don't like it as a name.
Lumi: It's ok.
Natalie: Such a weird specific meaning, but I do really like this name.
Neve: Meh, I like the meaning but it sounds like you started to say "knee" but realized you were trying to say "eve" partway through.
Noelle: Cute name
North: Not a name to me.
Snow: This is a surname to me, and not one that works as a first name.
Sylvie: I love this name.
Valentine: I prefer Valentina.
Winter: I love this name and have been really surprised lately that it is not used right there with Autumn and Summer.

Alaska- not a fan, but not the worst place name I've seen.
Amaryllis- so over-the-top and that is precisely why I love it.
Amethyst- I suppose it's wintry because it's the birthstone of February? It's okay, I guess. The meaning, however, is mildly amusing.
Arwen- is it weird that this sounds masculine to me?
Eirwen- it's okay
Elsa- pretty, but too associated with Frozen.
Fiona- I would use it if I didn't immediately think of Shrek every time I hear this name, because it's actually really pretty.
Garnet- not a fan.
Gwendolyn- lovely, and underused.
Holiday- doesn't really sound like a name to me.
Holly- not the sort of name I would use, but it's not bad.
Ivy- see Holly
January- in a weird way, it kinda works. Wouldn't use it personally, but it's actually not that bad.
Lumi- nice.
Natalie- lovely.
Neve- it's alright.
Noelle- pretty.
North- not a name.
Snow- nice word, but not a name.
Sylvie- a bit cutesy, but still nice.
Valentine- isn't this technically masculine?
Winter- nice, surprised it isn't more popular.

Elsa - was wondering why it was Wintry... then I remembered Frozen. It's ok.

Amethyst is a funny inclusion.I don't like Aspen or Natalie.
I don't know how to pronounce Eira or Eirwen.I feel like North should be droll, but I like it unironically.The rest are OK.Top tier:
