I don't know, but I don't really see it happening. Sophia and Emma have the popular 'ah' endings lending rise to their popularity, I don't know how Abigail got so popular.
Judith just doesn't look or sound as pretty, plus it has a stronger Biblical association than the girl names that are popular now (as in, it sounds like the sort of name that only a very religious family would use).
If it has any chance of gaining popularity though, now would be the time what with baby Judith on The Walking Dead.

The Walking Dead is a good point, it could pick up some popularity from there. The episode where she was named came out at the very end of 2012, which isn't enough time to make an impact.
I can't imagine it would go up a lot right now, but that might be enough to keep it on the top 1000.
