My favourites of your boys list are Sullivan and Malcolm.
I wanted to have two boys named Sullivan and Montgomery, Sully and Monty, but by husband was not on board.
Caius is pretty cool, but I like Kai, Makai, Kaio, and Malachi better.
Emmett and Dexter are nice, if not a little popular.
I really don't like Leander. But I guess Andy or Ander would be good nicknames.
Truman is nerdy and gutsy!

I have loved Fiona for a very long long time. Fi and Fio are super cute nicknames. I also like Fiorina and Fiodora and Fiorenza and Fiametta. All so great.

I will say that Caius would lead to spelling/pronunciation problems. Here in the UK I also think it would looks incredibly pretentious.

I strongly dislike Norah for personal reasons - it's been ruined by a person. I also think it's very dated.
I think Rhiannon is unattractive. It looks like it should be prettier than it is. Again, ruined by personal experience - every Rhiannon I've personally met has been bratty.
I think Rosalie is quite bland. It's pretty, but it's a very BtN/name-nerd type name and is a little boring. In the real world, where it's not used quite as much, it might be less tired.

I do like Viola better than Violet (as the other poster suggested)... however, Violet is proably the classiest and cutest name on your list.
Fiona is darling too, but I wonder why Bianca is not on your list - it seems to fit the rest.

I'd use Ian in a heartbeat, and Arthur as a mn. The others are nms, but the ones I'd remove are Emmett and Truman.

1. Arthur - Love it! This is my top boys name too, I find it handsome and classic.
2. Leander - Nice enough
3. Sullivan - Too surnamey for me. Also, it's the name of the big blue one from Monsters Inc.
4. Emmett - Nice, I like it.
5. Malcolm - Not bad, but a little dated.
6. Dexter - Unfortunately, I think of the serial killer off the show Dexter and/or Dexter's Laboratory. Good name for a pet, not for a human.
7. Caius - Sounds callous and harsh.
8. Truman - Surname only. Also... Truman Show.
9. Ian - Not bad, although a little dated.
I would keep Arthur, Leander and Emmett but reconsider the others - especially Dexter and Truman.

1. Lorelei - I find it hard to pronounce and a little trendy
2. Daphne - Sounds lispy and fragile, I don't like it at all.
3. Rhiannon - Nice enough
4. Norah - Gorgeous, love it
5. Penelope - Like this a lot and I like Penny as a nickname.
6. Violet - Sometimes I love it, sometimes I can only see 'violent'. Viola or Violetta are nice and avoid this probem
7. Scarlett - Hate the fact that it starts with "Scar". Also I find it a bit tacky.
8. Phoebe - Love it
9. Rosalie - Love it
