From those, I'd pickDaisy and Devin (my preferred spelling)
Daisy and WendyI like Olive and Holly, but I think I'd avoid a tree and a flower in the same sibset; it seems uneven to me.The first thing that came to mind outside of those was Daisy and Meg. Maybe Daisy and Margot?

One of my friends at university, Lucy, has a twin sister named Daisy. I'm not a huge fan of Daisy as a name, but I do think Lucy and Daisy makes a nice sibling set. They sound good together, without both being floral/botanical names.

There's a poem by Edith Sitwell that begins 'Daisy and Lily, lazy and silly' so perhaps you might reconsider Lily.I assume that you're writing a story. When is it set? And where? Unless it's on a different planet or something, you could look up the popularity lists for the approximate decade, find Daisy and then look at the names on either side of it until something seems to fit.Otherwise, if you could give us more information it would help.

I like Lily, as well. Have you considered Rosie or Rosealie? Grace could be a middle name for one of the twins.

I think I would avoid using another flower or plant names. Charlotte, Grace, and Molly are my favorite.
