I would agree that this is probably not a "random" list from England, but a list drawn primarily from the upper classes. That is shown both by the large percentage of children on this list that have two middle names, and the relative absence of pet forms used as official names like Alfie, Archie, Millie, etc., which are quite popular with the general public in England right now.
Some of the names one this list which aren't very popular with the general American public do turn up more often for upper class Americans, too. The main example of that is Henry, which seems to be much more beloved by American parents who are doctors or lawyers than by average Americans at the moment. Jack, Hugo, Madeleine, Eleanor, and Amelia may be other examples.
