I would agree that this is probably not a "random" list from England, but a list drawn primarily from the upper classes. That is shown both by the large percentage of children on this list that have two middle names, and the relative absence of pet forms used as official names like Alfie, Archie, Millie, etc., which are quite popular with the general public in England right now.
Some of the names one this list which aren't very popular with the general American public do turn up more often for upper class Americans, too. The main example of that is Henry, which seems to be much more beloved by American parents who are doctors or lawyers than by average Americans at the moment. Jack, Hugo, Madeleine, Eleanor, and Amelia may be other examples.

It is nice to see other names than Madison, McKenzie, Taylor and Tyler.
I'm not English but the names look just fine to me. Some are gorgeous, others are boring but classic.
The only names which look weird to me are: Clemency, Tiger, Bear, Cosmo, Inigo (a new name to me), Guy, Odhrán (a Celtic name?) and Lettice (makes me think of lettuce).

To be quite frank, I'm glad that not all babies are named like this. It'd be utterly dull, and a bit pretentious-sounding.
Arthur Edward~ Both names are quite nice, but there's too much R.
Clemency Rose~ Clemency is utterly poncy, and I don't like it. Clemence and Clementine are much nicer.
James Beare~ Eh.
Ruby Edith~ I think it's lovely.
Imogen Evelyn~ Too much N! I can't stand Imogen--I much prefer Imogene.
Rex John Charles~ Rex is fun, but John and Charles suck the fun right out of it.
Meredith Beatrice Meissa~ Three middle names annoys me, and I don't like Meredith at all. Beatrice and Celeste are nice.
Cameron Alexander Campbell~ I have a weakness for Cameron, but the rest is eh. And once again, too much R for me.
Saskia Alice Freya~ It's like they took all of snooty British chic and condensed it into one combo. Ugh. I like Alice and Freya, but this all together just makes me cringe.

Clemency Rose~ Clemency is utterly poncy, and I don't like it. Clemence and Clementine are much nicer.
James Beare~ Eh.
Ruby Edith~ I think it's lovely.
Imogen Evelyn~ Too much N! I can't stand Imogen--I much prefer Imogene.
Rex John Charles~ Rex is fun, but John and Charles suck the fun right out of it.
Meredith Beatrice Meissa~ Three middle names annoys me, and I don't like Meredith at all. Beatrice and Celeste are nice.
Cameron Alexander Campbell~ I have a weakness for Cameron, but the rest is eh. And once again, too much R for me.
Saskia Alice Freya~ It's like they took all of snooty British chic and condensed it into one combo. Ugh. I like Alice and Freya, but this all together just makes me cringe.
Sophie Clare~ Boring as sin, but I do love Clare (yay, no I!).
Camilla Susan~Camilla Susan is really nice, though I usually hate Camilla. Susan, Rosemary, Philippa, and Elenor(e) are old favourites of mine.

But Poppy is not a nick name
Poppy is a flower name, just like Rose, Lily, Iris, Jasmine etc.
Even though Poppy can be used as a nn for other name, I think it is unfair to say it is "just" a nick name.

I love those names! They are very much to my taste. It is hard to pick out favourites, but I love Evelyn, Imogen, Emilia, Ophelia, Cordelia and Henry. However they are not the kind of names people had (or gave to their children) in the working class area I grew up in. I'd be interested to know where the announcements are from.

They are very proper ... They're definitely English and I'm more used to Scottish announcements, but did those come from the Telegraph by any chance? It's got quite an upper-class readership, and I've noticed the names in their BA's are very ostentatious, far more than the average British child's :-)

Yes i agree they are not normal British names they are very upper class name. Most brits names are not that proper an ostentatious, they do seem to be the sort that would be in the Telegraph
