Much of your question wasn't name-related, but here is my read on the name, MILHOUSE:
MILHOUS was the middle name of the 37th President of the United States (1969-1974), Richard M. Nixon (1913-1994). RMN was most likely the namesake for the Simpsons' character.
MILHOUS looks (to me) like a Germanic surname that most likely means "from the house by the mill," the residence of the surname's patriarch.
