I've seen name repetition a fair bit from that era. I've been told it often happens because
1. With a common name like Elizabeth, there may be two different Elizabeths being honored
2. With the first child, they may have been afraid there wouldn't be a chance to use the name if there were no more children that they could give it to, so put it in the middle -- with the second, they wanted a chance to use it more commonly than the middle usually suggests, so they put it in the first spot.
