I would say Felicity. Fiona is extremely beautiful, but a little too reminiscent of Shrek's wife at the moment, I think. I personally like Felicity paired with Isabelle or Rachelle. And while you're on F names, Flannery is also stunning.

For me it would be Felicity, hands down. Fiona's nice but I can't see it on a little girl nowadays. Felicity seems timeless to me, though.

If I had to pick I'd say Fiona, but in all honesty I don't think you can compare them. The feels are so different. I like the long O in Fiona and I think that's why I picked it. That sound makes the name feel grounded. On the other hand Felicity such a spirited and sweet name, I don't know if I can really choose completely.
